Mandatory Recycling Fees for Plastic Sheet Packaging to Start in July 2025

Beginning in July 1, 2025, Taiwan’s Ministry of Environment (MOENV) will enforce new recycling, clearance, and disposal fees for all plastic sheet packaging materials, including plastic linings and casings. Manufacturers and importers must register as responsible enterprises, declare quantities produced, sold, or imported, and pay corresponding fees based on material type. These fees, introduced in stages over five years, aim to subsidize recycling operations and promote the circular use of plastic materials, particularly as PET-based plastic sheets are more costly to recycle.
The revised fee rates respond to previously unregulated plastic packaging waste, which amounted to an estimated 68,000 metric tons annually in Taiwan. To support recycling infrastructure development, the MOENV has set tiered fees—starting at NT$10.2/kg and rising to NT$16.56/kg by 2030—for PET-based materials. Other plastic sheet materials follow the same rates as their corresponding containers. The policy is designed to balance environmental goals with industry sustainability by providing incentives and cost structures that encourage compliance and resource recovery.
