Accelerating the Development of Indonesia’s Spaceport: National Synergy Towards Independent Space Access

The National Research and Innovation Agency (BRIN) continues to push for the acceleration of the development of the National Spaceport in Biak, Papua, as part of a strategy to achieve independent space access and strengthen Indonesia’s position in the global space sector. This initiative is backed by a strong legal foundation, including Law No. 21 2013 on Space Activities, Presidential Regulation No. 45 of 2017 on the 2016-2040 National Space Master Plan, and Government Regulation No. 7 of 2023 on Space Technology Mastery. BRIN has also completed the harmonization of the Draft Government Regulation (RPP) on Spaceport Operations as the legal basis for implementation. Biak island, located near the equator, offers advantages in energy and cost efficiency for launches into Low Earth Orbit (LEO), making it a strategic site for rocket launches and satellite launch industry development.

In addition to strengthening technological sovereignty, this project is expected to generate multiplier effects for the Papua region, including job creation, local human resource development, and regional economic growth. The spaceport development also aligns with RPJMN 2025-2029 and RPJPN 2026-2045, particularly in the context of developing eastern Indonesia. BRIN emphasizes the importance of cross-sector collaboration, including ministries, the military, local governments, industry, and universities, to ensure the readliness of basic infrastructure such as road access, electricity, telecommunications, healthcare facilities, and logistics and security systems. Head of BRIN Arif Satria affirmed that the spaceport is a strategic national mandate aligned with the Indonesia Emas 2045 vision and expressed hope that it will soon be designated a National Strategic Project (PSN) to ensure timely and targeted implementation.
