Indonesia Moves Forward with Nuclear Power Plant Development, Establishes NEPIO and Opens Doors to Russia Partnership

The Indonesian government is preparing to build its first nuclear power plant (PLTN) through the establishment of a dedicated organization called the Nuclear Energy Program Implementation Organization (NEPIO). After finalizing the related Presidential Regulation (Perpres), now awaiting approval, the government will issue a Ministerial Decree from the Ministry of Energy and Mineral Resources (ESDM) to define the structure and three main working groups of the NEPIO: planning, implementation, and supervision. NEPIO will spearhead the acceleration of nuclear power development as part of the country’s energy transition strategy toward net-zero emissions by 2060.
On the other hand, Russia, through its state-owned company Rosatom, has shown strong interest in the PLTN megaproject. Russian Ambassador to Indonesia, Sergei Tolchenov, expressed his country’s readiness to cooperate but is awaiting clarity from Indonesia regarding the agency that will act as the focal point and main operator of the project. Preliminary discussions have been held with several institutions such as BRIN, the Ministry of Energy, and PLN, but key decisions on policy and project location are still pending. Russia also noted that several local governments in Indonesia have expressed interest in hosting the nuclear power plant.
