LSDP Program Prepares 30 Regions to Receive World Bank Waste Funding

The government is preparing around 30 regions as potential beneficiaries of the Local Service Development Program (LSDP), a locally focused waste management funding initiative supported by the World Bank. Minister of Home Affairs Tito Karnavian explained that out of 65 regions initially listed, only 30 will be selected, primarily those generating around 100-120 tons of waste per day. About 20 other regions were excluded from the selection because they are already included in the Waste-to-Energy (PSEL) program. Regions that are not part of either scheme are encouraged to strengthen upstream waste management through improved waste sorting and management practices.

The LSDP program has a total funding allocation of around US$350 million, equivalent to approximately Rp5.8 trillion. The funding is divided into three components: support for policy development and project management at the national level, performance-based grants for local governments to improve urban solid waste management services, and support for project implementation and oversight in the regions. The government is also collaborating with BRIN and the Ministry of Higher Education, Science, and Technology to study appropriate waste processing technologies for regions generating hundreds of tons of waste per day, while areas producing more than 1,000 tons daily will continue to be directed toward waste-to-energy schemes.
