Ministry of Transportation Aims for Net Zero but Needs Stronger Incentives

In its pursuit of net-zero emissions, Taiwan's Ministry of Transportation (MOT) is promoting two flagship initiatives: the electrification of commercial vehicles and the adoption of Sustainable Aviation Fuel (SAF).

During a public consultation held on May 6, taxi and transportation industry representatives raised concerns over high insurance costs for electric taxis and excessive charging expenses for electric trucks, along with insufficient charging infrastructure. In response, the government is offering significant incentives, including subsidies ranging from NT$350,000 to NT$750,000 per electric taxi and up to NT$600,000 for electric trucks, as well as tax exemptions and support for building charging stations and smart charging systems. However, industry players argue that these incentives are still inadequate and call for additional support, such as help with insurance costs and training programs for older drivers to adapt to smart technologies.

Meanwhile, the Taiwan Institute of Economic Research has proposed a "green mileage registration platform" to encourage companies to reward employees for low-carbon commuting, supported by smart monitoring systems to track vehicle emissions. In the aviation sector, the ministry has set a target for all national airlines to use at least 5% SAF by 2030. Trial programs are already underway at major airports, and local production capacity is being developed, with Taiwan CPC and Formosa Petrochemical leading efforts to achieve stable domestic SAF production by 2032.
