MOENV Requires Resin Identification Codes on Plastic Liners and Blister Packaging by 2027

The Ministry of Environment (MOENV) has amended regulations to require resin identification codes on plastic liners and blister packaging, effective July 1, 2027. This update aligns with the 2023 policy that designated these materials as recyclable waste. Manufacturers or importers of of unpackaged products using plastic lines or blister packaging must clearly mark resin identification codes on the materials, packaging, or labels. For imported goods already containing such packaging, codes must be added to the products, packaging, or labels, along with material information to identify plastic types. However, packaging for medicines, health supplements, and medical devices is extempt due to regulatory stability tests that could affect product safety and supply.
MOENV emphasized that suppliers registered before July 1, 2027, must comply with the labeling requirement by September 30, 2027, while new registrants must comply within three months of registration. The regulation aims to guide suppliers toward simplifying packaging materials and to encourage proper recycling by the public, schools, and government agencies. By standardizing resin codes, Taiwan expects to strengthen plastic recycling practices and align with international labeling norms, enhancing circular economy efforts.
