TCC DAKA Launched: Taiwan’s First Demonstration Site for Waste-to-Energy Circular Economy

In 2025, Taiwan Cement Corporation (TCC) officially launched the DAKA Resource Recycling and Reuse Center (RRRC) at its Hualien Heping Plant, making it the first facility in Taiwan to use cement kiln gasification technology for processing municipal solid waste. The core component—the gasifier—operates at around 500ºC and coverts waste into combustible gases to be used as alternative fuel for cement kilns. This process not only prevents dioxin formation but also reduces coal consumption and carbon emissions. Unlike traditional incinerators, the gasifier produces minimal bottom ash, maximizing resource reuse. So far, RRRC has helped process over 82,000 tons of waste in Hualien, cutting more than 43,000 tons of CO2 emissions and demonstrating a highly efficient model for green energy conversion.
In addition, TCC obtained Taiwan’s first license for a cement plant to process construction waste in 2025, allowing it to handle debris from the recent earthquake in Hualien. By converting waste concrete into pervious concrete and recycled concrete aggregates (RCA), the company is enhancing urban drainage capacity and helping cities adapt to extreme climate events. Chairman Nelson Chang emphasized that previous concrete is cost-competitive and called for regulatory reforms to focus on material strength rather than composition restrictions. He advocates broader application of recycled building materials to truly implement circular economy practices and sustainable urban development.
