MPR Proposes Creation of Special Ministry to Accelerate Energy Transition and Carbon Economy

Deputy Speaker of the Indonesia People’s Consultative Assembly (MPR RI), Eddy Soeparno, has proposed the establishment of a dedicated agency or even a special ministry at the cabinet level to address energy transition, climate crisis, and carbon economy in an integrated manner. He emphasized that these three issues are interrelated and cannot be handled separately by individual ministries. A dedicated authority is deemed necessary to ensure more effective inter-ministerial coordination and to respond to global demands for sustainable development. Eddy stressed that Indonesia needs high-quality clean energy investments amounting to approximately US$19 billion annually over the next decade to fully harness its vast renewable energy potential, such as solar, wind, hydro, and geothermal power.
Echoing this view, Katadata CEO Metta Dharmasaputra stated that the energy transition requires a long-term, consistent, and nationally coordinated plan. He highlighted the need for a strong and credible institution to formulate a national grand plan for energy transition to prevent policy shifts across different administrations. Metta cited Hong Kong’s Climate Action 2030+ as a model of integrated climate planning involving all societal stakeholders. He also reminded that Indonesia must remain realistic in maintaining national energy security, noting that fossil fuels are expected to still dominate the global energy mix until 2050. Therefore, optimizing domestic energy sources remains key.
