Taiwan Launches Biogas and Biomass Energy Industry Alliance to Accelerate the Circular Economy and Net-Zero Transition

Taiwan’s Ministry of Environment has launched the Biogas & Biomass Energy Industry Alliance to accelerate the development of renewable energy and resource circulation by converting agricultural residues, livestock manure, organic wastewater, sludge, and food waste into clean energy. The initiative supports Taiwan’s 2050 net-zero emissions target and is expected to unlock biomass resources capable of generating approximately 1.36 billion kWh of green electricity while reducing environmental costs by an estimated NT$78.1 billion. Through greater industrial integration and improved resource utilization, the government aims to increase biomass utilization from the current 6% to 50% and expand the number of biogas and biomass facilities from around 50 to 100 nationwide by 2050.
The alliance adopts a public–private partnership (PPP) model that brings together government agencies, industry, academia, research institutions, and civil society to strengthen the entire biogas and biomass value chain. It promotes cross-sector collaboration among upstream feedstock suppliers, technology providers, and downstream energy users to develop integrated “6E” solutions covering Economy, Environment, Energy, Ecology, Employment, and Education. In addition, the alliance will formulate Taiwan’s first White Paper on Biogas and Biomass Energy Resource Industry Development, providing a strategic framework for future policy, regulatory reforms, investment, and industrial development to support Taiwan’s transition toward a resilient circular economy and low-carbon energy system.
