Taiwan Launches NT$10 Billion Green Growth Fund to Drive Net-Zero Transition


The National Development Fund (NDF), Executive Yuan, approved NT$10 billion for the MOENV’s Green Growth Fund on November 29, 2024, as part of the Green Growth and Net-Zero Industries Enhancement Plan. This initiative aims to accelerate Taiwan’s green growth and achieve the 2050 net-zero transition by investing in emerging sustainable industries and attracting private capital. Inspired by international efforts like Japan’s Green Innovation Fund and the US Inflation Reduction Act, the plan aligns with the President’s National Project of Hope and focuses on driving net-zero industries while creating green job opportunities.

Starting in September 2024, the MOENV collaborated with government agencies, experts, and investors to formulate this plan. Investment priorities include resource circulation, sustainable energy technologies, energy storage, energy conservation, carbon capture, low-carbon technologies, and climate adaptation solutions. Investments will target domestic enterprises or foreign companies with significant business in Taiwan, excluding publicly listed or OTC companies. Each enterprise may receive up to NT$ 150 million, with a single investment capped at NT100 million, and public equity limited to 49% of paid-in capital.

The MOENV emphasized that innovative technologies are essential for net-zero transition. The Green Growth Fund will combine government and private investments to drive carbon reduction, enhance resilience, and create employment. Preparations for investment regulations, trust fund establishment, and project office setup are underway, with applications expected to open by Q2 2025, marking a major step forward for Taiwan’s green economy.
