Taiwan Sets Ambitious 2030 Emissions Target at 28% Reduction

The Ministry of Environment has announced an updated greenhouse gas emissions reduction goal of 28%, ± 2%, by 2030, compared with the 2005 baseline. This target surpasses the previous 24% reduction goal proposed in 2022’s “Taiwan’s Pathway to Net Zero Emissions in 2050”. In addition to the overall reduction, the ministry aims to decrease the electricity carbon emissions factor by about 35% to 0.319 kg CO2 per kWh by 2030, along with setting periodic regulatory goals for six major sectors. Minister of Environment Peng Chi-Ming expressed confidence in achieving a reduction of 26 to 30% by 2030, despite uncertainties in global political and economic conditions, advancements in climate technology, and increasing energy demands from industries such as artificial intelligence.

Moreover, the ministry announced plans to expand carbon footprint verification requirements to about 500 businesses, including department stores, medical centers, and transportation service providers. These businesses would need to verify and report their emissions for the fiscal year 2025 by April 2026. However, third-party verification and carbon fees are not yet mandatory. Taiwan’s carbon reduction progress is projected to reach 34 to 36% by 2030 from a peak in 2007, placing it second only to Japan in East Asia. By contrast, South Korea’s reduction is estimated at 14%, while China’s emissions are projected to increase by 57%.
