Enactment of the EBET Bill to Accelerate Investment and Development of Clean Energy in Indonesia

The Ministry of Energy and Mineral Resources (ESDM) aims to pass the New and Renewable Energy Bill (RUU EBET) this year as a strategic step to attract investment and accelerate the development of clean energy in Indonesia. This initiative aligns with the national energy mix target, where renewable energy is expected to become the primary source of electricity in the future. Although the EBET Bill has not yet been finalized, the government has already introduced several key policies to support the energy transition, such as Presidential Regulation (Perpres) No. 112 of 2022, which aims to accelerate the development of renewable energy, and Ministerial Regulation (Permen) ESDM No. 11 of 2024, which encourages the use of domestic products in electricity infrastructure development. Through these policies, the government seeks to expedite the shift from fossil fuel-based energy to clean energy while maintaining sustainable economic growth.
On the other hand, the Indonesian House of Representatives (DPR RI) has set a target to pass the EBET Bill by the first semester of 2025, with discussions set to be prioritized after Eid al-Fitr. The Deputy Chairman of Commission XII of the DPR RI, Sugeng Suparwoto, emphasized that this legislation is crucial in providing legal certainty for the renewable energy sector and creating a conducive ecosystem for investment and the growth of the clean energy industry. Additionally, the EBET Bill is expected to accelerate the achievement of President Prabowo’s goal, which envisions 75% of all power plants build in Indonesia by 2040 to be sourced from renewable energy. One of the critical aspects still under discussion in the bill includes the Domestic Component Level (TKDN) and the power wheeling scheme. With the enactment of the EBET Bill, Indonesia is expected to further accelerate its energy transition, reduce dependence on fossil fuels, and achieve more environmentally sustainable development.
