Indonesia’s Waste Management Only Reaches 10%, Acceleration Needed to Meet 100% Target by 2029

The Ministry of Environment (KLH) reported that based on field verification of 343 Final Disposal Sites (TPA), waste management in Indonesia has only reached around 9-10%. This figure is significantly lower than the 39.01% reported by the National Waste Management Information System (SIPS). The verified figure is based on the availability and optimization of material recovery facilities at each TPA managed by local governments. As a follow-up, the government has imposed enforcement sanctions on hundreds of TPAs that failed to meet waste management standards.

During the National Coordination Meeting (Rakornas) on Waste Management, held alongside the 2025 Environment Day Expo and Forum, KLH emphasized the urgent need for concrete action from local governments to accelerate integrated waste management. The national target of 100% waste management by 2029, as outlined in Presidential Regulation No. 12 of 2025 on the National Medium-Term Development Plan (RPJMN), will not be achieved without systemic reform. Currently, most regions still rely on a linear model of “collect-transport-dispose,” which, if continued, is projected to push TPAs across Indonesia to reach or exceed capacity by 2030.
