Indonesian Government to Issue Presidential Regulation on Waste-to-Energy Plants

The Indonesian government, through the Coordinating Ministry for Food Affairs (Kemenko Pangan), announced that the Presidential Regulation (Perpres) on Waste-to-Energy Plants (PLTSa) has been finalized and is awaiting official issuance. Minister Zulkifli Hasan emphasized that this regulation will accelerate national waste management efforts while supporting the waste electrification ecosystem. He targeted that the licensing process could be completed within 3-6 months, enabling Danantara’s PLTSa projects to be completed within 1 to 1.5 years.
Director General of New, Renewable Energy, and Energy Conservation (EBTKE) at the Ministry of Energy and Mineral Resources (ESDM), Eniya Listiani, explained that under the new regulation, the tipping fee mechanism will no longer apply. Instead, subsidies will be provided in the form of electricity purchases. This provision applies only to new contracts, while existing contracts will continue under previous regulations. The government also plans to merge three existing Presidential Regulations into a single framework to strengthen waste-to-energy policies. Currently, out of the 12 cities targeted for PLTSa development under Presidential Regulation No. 35 of 2018, only two are operational: PLTSa Benowo in Surabaya and PLTSa Putri Cempo in Solo. In addition to PLTSa, the government is also promoting the use of Refuse Derived Fuel (RDF) as an alternative fuel for the cement and steel industries.
