KLH/BPLH Budget Increase for Waste Mangement and Carbon Instruments

The Ministry of Environment/Environmental Control Agency (KLH/BPLH) Indonesia will receive a 29% budget increase, from Rp 1.01 trillion to Rp 1.39 trillion in 2026. The main focus of this allocation will be community-based waste management and strengthening carbon financing instruments. Of the total budget, Rp 70.1 billion is specifically allocated to expand waste treatment facilities, including Waste Processing Facility — Reuse, Reduce, Recycle (TPS3R) centers, waste banks, and waste-to-energy technology, along with supporting equipment such as composters, sieving machines, containers, garbage collection vehicles, and waste pressing machines.
In addition, Rp 20.2 billion will be allocated for community education programs on waste reduction and circular economy development. KLH/BPLH also aims to raise Non-Tax State Revenue (PNBP) from Rp 445 billion to Rp 1.2 trillion. The House of Representative emphasized the need to strengthen regulations, particularly in waste management and climate change mitigation. Minister Hanif Faisol Nurofiq confirmed that draft studies for bills addressing these two issues will be prepared by the end of the year as part of efforts to strengthen future environmental policies.
