The Ministry of Environment (KLH) has identified markets and the commercial sector as the primary sources of waste generation in Indonesia. According to data from the National Waste Management Information System, the total waste generated in 303 regencies/cities across Indonesia reaches 32.8 million tons per year. Of this amount, 16.6% (16.5 million tons) comes from markets, while 11% (3.6 million tons) originates from the commercial sector. The hotel and restaurant industry also contributes significantly to food and plastic waste, particularly due to its presence in major commercial hubs.

Agus Rusli, Director of Waste Reduction and Circular Economy Development at KLH, emphasized that the hotel, restaurant, and café (Horeka) sector should be a priority for local governments in addressing waste issues. Hanifah Dwi Nirwana, Expert Staff to the Minister of Environment, urged regional leaders to establish regulations requiring Horeka businesses to manage their waste. This policy is particularly crucial in tourist areas, as the growth of the Horeka industry wil lead to increase waste generation if not properly managed.
