MOENV Issues Carbon Inventory Guidelines for Four Industries

The Ministry of Environment (MOENV) has released greenhouse gas (GHG) inventory guidelines for the service industry, transportation, hospitals, and universities, aiming to support enterprises included in the expanded mandatory reporting list starting in 2025. To ensure smooth implementation, MOENV will hold coaching sessions with relevant authorities and trial the reporting system in September, enabling companies to complete their 2025 GHG inventories by April 30, 2026. Enterprises with estimated annual emissions of 10,000-25,000 metric tons are provided with industry-specific guidelines and a simplified calculation tool to estimate 80-90% of emissions based on electricity and fuel use. With TaiPower’s coorperation, companies can also authorize direct access to their electricity consumption data via the reporting platform.
The guidelines address sector-specific challenges, such as multiple branches in retail, fuel-reliant transport fleets, high electricity use in hospitals (including specialized GHGs in medical procedures), and laboratory-heavy universities. Templates are provided for industries like department stores, hotels, supermarkets, and telecoms. MOENV emphasized that carbon inventory is the cornerstone of emissions reduction, adopting the principle of “no trouble, no outsourcing, no verification, and no carbon fees.” The full guidelines and supporting resources are available through the Mandatory GHG Reporting System, with regular updates and guidance offered by industry regulators to strengthen corporate capacity in carbon accounting and support national sustainability goals.
