New Carbon Labeling Rules Rolled Out by MOENV to Promote Net-Zero and Green Consumption

The Ministry of Environment (MOENV) has officially released the Regulation Governing Voluntary Verification, Labeling, and Management of Carbon Footprints of Products along with amendments to the Management Regulations for Greenhouse Gas Certification and Inspection Organizations. These measures aim to support Taiwan’s Climate Change Response Act and promote low-carbon product manufacturing by standardizing the application, calculation, verification, and labeling processes for carbon footprints. The regulations encourage enterprises to track emissions from production to supply chain, while providing consumers with transparent carbon footprint data to promote green consumption. Currently, Taiwan has 636 products with valid carbon footprint labels, mostly covering daily-use items.

The new framework enhances the carbon footprint disclosure system, specifies penalties for misuse or false claims, and provides detailed procedures for application and renewal. The amended regulations also ensure that accredited verification bodies transition smoothly under the new rules. MOENV emphasized that carbon labeling plays a critical role in pushing green production from the consumer end and plans to expand promotion through inter-agency coordination, prioritized product categories, and integration with green procurement. These efforts aim to build a transparent, reliable, and collaborative system that advances Taiwan’s 2050 net-zero goal.
