A report by the Net Zero Waste Management Consortium (NZWMC) reveals that the largest plastic waste in six Indonesian cities is not PET gallon bottles but rather sachet packaging (152,783 pieces) and plastic cups from bottled water (135,383 pieces). These plastic cups are difficult to recycle due to their small size, liquid residue, and the need for thorough cleaning, making them economically unviable.

NZWMC Founder Ahmad Safrudin stated that Indonesia's waste management system still heavily relies on scavengers, who tend to ignore low-value plastics. CEO of Kita Bumi, Hadiyan Fariz Azhar argued that the Extended Producer Responsibility (EPR) policy is still ineffective and that producers should take responsibility for their packaging waste while transitioning to more recyclable materials.
