Taiwan Enacts the Resource Circulation Promotion Act to Accelerate the Circular Economy and Net-Zero Transition

Taiwan’s Legislative Yuan has passed the Resource Circulation Promotion Act, establishing a new legal framework to advance the nation’s transition from waste management to comprehensive resource circulation. Aligned with Taiwan’s 2050 Net-Zero Emissions Pathway and the national vision of “zero waste through resource circulation,” the Act adopts a full life-cycle approach to resource management, covering product design, production, consumption, recycling, and reuse. It also mandates the formulation of a National Resource Circulation Plan and establishes a cross-ministerial Resource Circulation Promotion Committee to strengthen policy coordination and accelerate the development of a circular economy..

The new legislation introduces measures to promote green product design, sustainable consumption, and circular industries, including requirements for recycled material use, product durability, repairability, and recycling information disclosure. The government will also prioritize green public procurement, encourage private-sector adoption of circular procurement practices, and establish an innovation sandbox to support emerging circular technologies and business models. Through these initiatives, Taiwan aims to enhance resource efficiency, strengthen industrial competitiveness, reduce dependence on virgin resources, and build a more resilient and sustainable circular economy in support of its long-term net-zero goals.
