Taiwan MOENV Commits NT$2.3 Billion to Wastewater Energy Conservation, Aiming for 150 Plants by 2032

Ministry of Environment (MOENV) Taiwan has announced the launch of the “Wastewater Energy Resource Utilization Plan, ” with an investment of NT$2.3 billion to establish 150 wastewater energy conversion plants by 2032. This initiative aims to enhance energy efficiency in water treatment while promoting energy generation. A total of 208 companies in the paper manufacturing, food processing, brewing, petrochemical, and livestock industries have been identified as priority recipients for subsidies. The plan will utilize anaerobic treatment technology to recover biogas for power generation, significantly reducing electricity consumption, sludge production, and carbon emissions. Anaerobic treatment can lower electricity usage by over 50% and sludge discharge by 80%, while advanced desulfurization technology ensures the durability of power generation equipment. Additionally, the government has introduced a feed-in tariff (FIT) for biomass energy, allowing electricity to be sold at NT$7.019 per kWh, further encouraging industrial participation and advancing Taiwan’s circular economy.

The MOENV continues to promote the green transition of wastewater treatment through policies such as the “Water Pollution Control Measures Management Regulations,”which require businesses to prioritize anaerobic technology. The agency also offers the “Green Transition Special Loan Guarantee for Industrial Wastewater Treatment” to help enterprises mitigate investment risks. Additionally, the revised “Water Pollution Control Fee Regulations,” set to take effect in March, will allow businesses that implement wastewater-to-energy projects to receive up to a 60% reduction in pollution fees. The paper industry has emerged as a leader in biomass energy generation, with YFY’s Xinwu plant producing enough biogas power to supply 12,000 household annually, while Cheng Loong’s Dayuan plant can provide electricity for 3,000 homes. The MOENV is also collaborating with the Ministry of Economic Affairs to amend the Industrial Inovation Act, incorporating energy conservation and carbon reduction into investment tax credits. This initiative aims to encourage industries to adopt wastewater energy conversion technologies, driving Taiwan toward a more sustainable future.
