TPA Suwung Closure: Bali Prepares Modern Teba to Tackle Waste Crisis

Bali Governor Wayan Koster revealed that the Denpasar City Government will build 4,700 modern teba to manage organic waste as a preventive measure following the closure of the Suwung Final Waste Disposal Site (TPA Suwung). In addition, waste management facilities such as Reduce, Reuse, Recycle Waste Processing Sites (TPS3R) and Integrated Waste Processing Sites (TPST) will be upgraded with additional budget allocations. Koster emphasized that waste management is now shared responsibility of all local governments in Bali under the concept of “one island, one system, one governance.” TPA Suwung has already stopped receiving organic waste as of August 1, 2025.
However, Koster acknowledged that the modern teba, TPS3R, and TPST solutions can only handle a maximum of 500 tons of waste per day, while the daily waste volume in Denpasar and Badung exceeds 1,000 tons. Therefore, incinerator technology is needed to process waste on a larger scale, especially in tourist areas such as Kuta. The government is currently awaiting the issuance of a Presidential Regulation (Perpres) regarding waste processing at TPA Suwung. Once the Perpres is issued, the administrative process is expected to take six months before incinerator construction begins, with an estimated construction period of around 1.5 years.
