Waste Management in IKN Nusantara Toward Becoming the Political Capital in 2028

As it prepares to operate as Indonesia’s political capital by 2028, IKN Nusantara is strengthening its waste management system through the development of Waste-to-Energy (PSEL) facilities in East Kalimantan, particularly in the Samarinda Raya and Balikpapan Raya areas. Referring to the IKN Master Plan, the main target is to recycle 60 percent of domestic waste by 2045 through upstream waste management approaches, including waste segregation at the source and the implementation of circular economy principles. As a green city, IKN also integrates PSEL facilities within the core government area to process non-recyclable waste into electrical energy.
However, the implementation of PSEL in IKN still faces challenges, particularly the limited supply of waste, which has not yet reached the optimal capacity required for energy production. Currently, daily waste generation remains below the ideal threshold, so the development of the waste management system will be carried out gradually by integrating surrounding areas such as Muara Jawa, Samboja Barat, and Samboja. In addition, waste management will continue to consider the role of other facilities such as TPS3R and waste banks. At the regional level, PSEL facilities in IKN and Balikpapan are designed to complement each other in order to create a more efficient and sustainable waste management system.
