8+N Resource Circulation Alliance: Public-Private Collaboration for Circular Economy

On August 30, 2024, eight industrial alliances related to resource circulation formed the “8+N Circulation Alliance” in collaboration with over 200 representatives from various sectors, including food production, plastics, textiles, and construction. The initiative, launched with support from Taiwan’s Ministry of Environment (MOENV), aims to strengthen resource circulation by linking industries, enhancing collaboration between public and private sectors, and supporting Taiwan’s green and digital transitions.

Minister Peng Chih-Ming emphasized that the circular economy is vital for achieving net-zero emissions. MOENV is leveraging three major funding sources‒Green Growth Fund, Insurance Industry Funds, and venture capital‒to support circular economy initiatives, aiming for NT$370 billion in industry value by 2030. The alliance plans to expand from the current eight industries, working together to create new market value, enhance waste management, and promote resource circulation legislation.

The alliance’s goals include improving resource matching efficiency, integrating digital tools, and expanding the circular economy’s economic scale. Regular meetings will foster collaboration across industries, government, academia, and research sectors to stay aligned with international trends and strengthen Taiwan’s resource circulation industry globally.
