Development of Waste-to-Energy Facilities in 31 Agglomeration Areas

The Ministry of Environment (KLH) has designated 31 agglomeration areas as locations for the development of Waste-to-Energy (PSEL) facilities, with 20 of them having received official decrees due to generating more than 1,000 tons of waste per day. Several cities, including Bekasi, Bogor, Denpasar, and Yogyakarta, have completed the tender process and are ready to move into the construction phase. This initiative represents a strategic step by the government to address large-scale waste management issues while simultaneously generating alternative energy.

However, not all regions can adopt PSEL technology due to differences in waste volume and regional conditions. For areas generating 500–1,000 tons of waste per day, the government is promoting alternative technologies such as refuse-derived fuel (RDF), biogas, and biodigesters that are better suited to local characteristics. With a demographically tailored approach, it is expected that more than 100,000 tons of daily waste outside the PSEL system can still be managed effectively and sustainably.
