HCFC Control Regulations Amended to Achieve Zero Consumption

Taiwan Ministry of Environment (MOENV) has amended its HCFC (hydrochlorofluorocarbon) control regulations to further align with the Montreal Protocol and international environmental standards. HCFCs are known to damage the ozone layer, and the amendment reflects Taiwan’s active commitment to global environmental responsibility. A key revision introduces a formal exemption application mechanism for HCFC uses that are internationally recognized as exempt from consumption calculations, ensuring Taiwan’s regulatory framework is consistent with international rules.
In addition, the amendment strengthens border control measures, tightens import bans, and clarifies import and declaration requirements for enterprises handling exempted HCFC uses. These measures aim to enhance regulatory effectiveness and prevent misuse. The MOENV emphasized that HCFC reduction is a long-term effort requiring close cooperation between government and industry. With clearer regulations and more streamlined administrative procedures, the revised framework supports industrial transition while helping Taiwan steadily reduce HCFC consumption and contribute to ozone layer protection and global environmental sustainability.
