METI Urges Renewable Energy Bill to Clearly Regulate Early Retirement of Coal-Fired Power Plants (CFPPs)

The Indonesia Renewable Energy Society (METI) emphasizes the need for the Draft Law on New and Renewable Energy (RUU EBT) to explicitly regulate the early retirement of Coal-Fired Power Plants (PLTUs). METI encourages the bill to mandate the government to establish a roadmap for CFPP early retirement, including implementation models, policy updates, and a clear, transparent monitoring system. This legal clarity is considered crucial to ensure that the decommissioning process is well-planned, consistent, and aligned with national energy transition targets.
In addition, METI highlights the need for a clear definition of the “just energy transition” concept within the bill, as interpretations vary between fossil energy stakeholders and renewable energy proponents. METI also stresses the importance of aligning CFPP early retirement provisions with the upcoming amendment of Presidential Regulation No. 112/2022, including the updated net-zero targets. This alignment is expected to provide legal certainty for businesses, clarity in funding schemes, and ensure electricity system reliability during the energy transition process.
