Target of 70% Marine Debris Reduction by 2025 Difficult to Achieve

The Indonesian government has set a target to reduce plastic waste leakage into the ocean by 70% by 2025, as stipulated in Presidential Regulation No. 83 of 2018. However, according to calculations by the National Coordination Team for Handling Marine Debris (TKN-PSL), the current reduction achievement has only reached 41.68%. Researcher from BRIN, Muhammad Reza Cordova, stated the post-pandemic increase in plastic consumption—mainly due to the surge in online shopping and food packaging—has become a major obstacle in meeting the target.

Moreover, despite progress in local waste management policies—such as the increase in waste banks and the establishment of 3R-based waste processing facilities (Reduce, Reuse, Recycle)—the spike in single-use plastic usage and the public’s growing habit of online shopping have worsened the situation. Reza emphasized that the national waste management system is not yet capable of handling the sharp increase  in waste, and that greater efforts are needed to address both structural and behavioral challenges in marine debris management.
